Eastwood returns in this second Dirty Harry film, trying to uncover a conspiracy within the San Francisco police department involving a group of vigilante officers who execute notorious criminal suspects. Holbrook is Harry's superior, who disagrees with Harry's unorthodox methods. While nothing could match the power and intensity of Don Siegel's original Dirty Harry, this sequel nevertheless works as an entertaining, average action film. The film's most interesting point is its distinction between the work of the vigilantes and the violent work of Harry himself -- a fine line indeed -- and seems to be an attempt to explain the subtleties of the first film to its critics.
