In the aftermath of several murders, FBI agent Cheryl Hammer (Pollak) arrives in a small California town to track the elusive serial killer. But with little aid available from local police, Cheryl turns to the one person she thinks can help: Jack Barone, a grieving father whose daughter was the victim of a similiar slaying ten years earlier. Turning to a priest, Father Patrick, for insights into the bizarre nature of the crimes - a perversion of biblical punishments for sins - Cheryl and Jack slowly begin to uncover clues, but not before another young woman is kidnapped. Now the race is on to identify the killer and rescue the girl before she becomes the next victim.
