Picking up where the crackpot cops left off, the motley misfits have taken over as C.O.P. - Citizens on Patrol. Commandant Lassard, (George Gaynes) deciding that the police force is overworked and understaffed, comes up with the idea of recruiting civilian volunteers to work side-by-side with his officers. Naturally, zany antics ensue when Lassard appoints Carey Mahoney (Guttenberg) to train the new neighborhood watch groups. Meanwhile, the devious Captain Harris (Bailey) sets his sights on Lassard's job. The last Police Academy film to see Steve Guttenberg and featuring appearances by skateboarding legend Tony Hawk, Sharon Stone and a young David Spade.
