Fascism was never so much fun as in this movie with grown-up little boys playing with their war toys. Scheider is the Vietnam vet who, after a particularly bad psychotic episode, steals the government's surveillance helicopter. McDowell is the unhappy government rep out for Scheider's blood. Amazing aerial chases over Los Angeles heighten the suspense of this otherwise silly thriller.
