In this cheesy, harmless actioner, Baldwin plays a seemingly cold-blooded, trigger-happy cop who is blackmailed into joining an elite, covert police vigilante squad sanctioned by the commissioner and mayor. He's an outsider from the start, and after he saves an innocent hooker (Carrere) from a bloodbath at a Bolivian drug lord's mansion, he is a marked man. Like most straight-to-video thrillers, Scarred City features throwaway shots at character development of any kind, for the main point of the film is sex and violence. The sex is minimal, but the action is plentiful, and the film is effective exploitation filler. Nothing great, or even good, Scarred City -- best appreciated with low expectations -- is a mere cut above most straight-to-video trash.
