Brosnan is the renegade cop, Silver the slimy U.S. senator and Cross the obsessed terrorist in this formulaic but mindlessly entertaining action-thriller. The explosive du jour is a colorless, tasteless liquid, convenient for single servings or punch bowls, which leaves no trace in the scattered remains of its victims. Washington D.C. is the natural setting for this slick and cynical commentary on the abuse of position and privilege, and the disastrous consequences of unbridled greed.
