Newman is the cop facing a conflict of conscience when he witnesses two policemen throw a Hispanic man off a tenement roof. Asner is the precinct captain trying to hold on to his outpost in the center of the crime-torn South Bronx (where the film was shot with much protest from the community, who didn't care for the portrayal of their neighborhood). Grier steals the film with her performance as a drug-crazed prostitute.
