Tolkin's adaptation of the off-Broadway play "Beirut" is set in the near future of New York City as an epidemic sweeps across the nation infecting hundreds of thousands of people. The government places the "positive" individuals into isolation camps. Kelly plays a young woman whose eyes are opened to what really is happening when she meets a group of resistance fighters led by Gooding, who tend and care for the infected. While this made-for-cable film is an obvious AIDS metaphor, it never really etches itself into believability despite competent performances by the leads.
